About Arch Care Partners

Built From Experience. Inspired by Family.

Arch Care Partners was created to help individuals with special needs, their guardians and families, and the organizations that support them better understand and navigate the complex relationship between Medicare and Medicaid.

Our Story

At the heart of Arch Care Partners is Debbie.

Debbie is Doug’s sister, Josh’s cousin, Carole's cousin, and one of the most kind-hearted and giving people in our family. She is also a proud member of the Intellectual and Developmental Disabilities (IDD) community.

Born prematurely with cerebral palsy, physical disabilities, and deafness, Debbie has navigated challenges throughout her life that many of us will never fully understand. Yet through it all, one goal has remained constant: to live as independently as possible and on her own terms.

We have had the privilege of watching Debbie pursue that independence in countless ways—from employment and church missionary work to community outreach, social engagement, and everyday life. Her determination, resilience, and willingness to embrace opportunities have allowed her to thrive.

Just as importantly, Debbie has shown us the tremendous difference that well-designed programs, resources, and support systems can make when they are accessible to the people they are intended to serve.

Debbie’s journey opened our eyes to something we could no longer ignore.

After 14 years serving the traditional Medicare market, Doug and Josh recognized that individuals with intellectual and developmental disabilities—and the guardians, families, and organizations that support them—were navigating an extraordinarily complex healthcare landscape with far too little specialized guidance.

That realization became the foundation for Arch Care Partners.

We created Arch Care Partners to serve the IDD and special needs community with the same dedication, compassion, and personal attention that we would want for our own family. Our mission is to help individuals, guardians, families, friends, and the organizations that support them better understand and navigate the ever-changing worlds of Medicare and Medicaid.

For us, this isn't simply a business opportunity.

It’s personal.

That commitment has remained at the heart of his approach throughout his insurance career.

Lloyd Doug Whetstone

Lloyd “Doug” Whetstone

Managing Partner
Life & Health Insurance Broker

Doug brings decades of leadership, analytical, and problem-solving experience to Arch Care Partners. He retired from the United States Marine Corps after more than 20 years of service. His military and civilian career ultimately spanned more than 30 years in intelligence, counterintelligence, and deception detection while supporting the U.S. military and federal government.

Following his military retirement, Doug spent approximately 12 years as a government contractor supporting and leading counterintelligence efforts in Iraq, Afghanistan, and at U.S. Central Command's Forward Headquarters in Qatar.

Doug also conducted extensive research into deception detection and developed the BLAST method, a structured approach to identifying and evaluating indicators of deception. He later shared that research in his book, Secrets of Detecting Lies, which became an Amazon bestseller in 2014.

After returning to the United States, Doug transitioned into the Medicare insurance industry. In 2020, he joined his cousin, Josh Wittorff, as a captive agent with UnitedHealthcare. Through their work in Medicare—and their family's personal connection to the IDD community through Doug's sister, Debbie—Doug and Josh recognized a need for more specialized guidance for individuals navigating both Medicare and Medicaid.

In 2026, the cousins joined forces as Managing Partners of Arch Care Partners.

Carole Fuchs

Carole Fuchs

Life & Health Insurance Broker

Carole Fuchs began her career in behavioral therapy, where she spent years working closely with individuals with intellectual and developmental disabilities (IDD) and their families. That experience gave her a firsthand understanding of the challenges families can face when navigating complex systems and trying to access the services, support, and benefits their loved ones deserve.

Today, Carole brings that same passion for advocacy to Arch Care Partners, helping individuals, families, and care providers better understand their Medicare and Medicaid options and work toward stronger coordination and alignment of benefits. She believes healthcare should feel personal, understandable, and centered around the individual—not the system.

Outside of work, Carole is a wife and proud mother of three girls. Being a mother has only strengthened her belief in advocating for the people we love and helping ensure that every individual feels seen, heard, and supported.
